Roger and Monkey D. Garp.

While the events of the God Valley Incident are unclear for the most part, it is safe to assume that all the big league players of that time were present at God Valley. From elite members of the World Government to top officials of the Marines, almost all of them were forced to take on Rocks D. Xebec and his crew, which contained three former Emperors of the current One Piece timeline.
However, according to a One Piece theory, one of the Rocks Pirates helped the Garp and Roger alliance in defeating his captain, and it was none other than Whitebeard. While this has not been officially confirmed by Eiichiro Oda, the theory presents some very solid points that, if turned out to be true, would enhance the darkness of the God Valley Incident in One Piece.
The Alliance That Took Down Rocks D. Xebec
38 years ago, God Valley Island in West Blue became a subject of the Native Hunting Competition, which was exclusively organized by the World Nobles. This event was quite dark as it involved the slaughter of the resident population of the island at the hands of contenders. While this competition was going on, its information was leaked to the whole world.
Learning about this bleak One Piece event, Rocks D. Xebec decided to attack God Valley along with his crew and take down all the World Nobles present at the time. Even the Roger Pirates decided to reach the island with some ulterior motives. Not only that, even the Navy decided to intervene and save the World Nobles by sending Garp and his subordinate officers.

As all the characters met, a huge war took place where all the forces fought against the Rocks Pirates. Ultimately Roger and Garp decided to team up together, and this alliance led to the defeat of the Rocks Pirates, and Xebec’s crew disbanded.
The Secret Player in the God Valley Incident
While the official narrative of One Piece states that the alliance of Garp and Roger led to the defeat of Rocks D. Xebec, a One Piece theory by u/OatesZ2004 on Reddit claims that one more character helped them. This character was Whitebeard, who was a member of the Rocks Pirates at that time.

According to the theory, while Whitebeard was a member of Xebec’s crew, he was also building his own crew on the side as he was frustrated by the environment of the Rocks Pirates. When Xebec heard about it, he killed almost all of them, leaving behind a 7-year-old Marco, and led Whitebeard to believe that it was Roger who slayed his crewmates.
However, during the God Valley Incident, Whitebeard found out the truth about Xebec killing his crewmates. He became so enraged that he aligned with Roger and Garp and took down his former captain. If this theory holds any grounds, it will add more darkness to the infamous God Valley Incident.
