According to a One Piece theory, Loki might not be the villain that fans expect him to be and this was hinted by Kaido during the Onigashima battle.

Ever since Elbaph has started, One Piece fans have been determined that Loki might be the big bad villain of the arc.
However, a One Piece theory claims that he is not the true villain, instead he will help Luffy liberate the world.
Ever since the second phase of the final saga in One Piece started in the form of the Elbaph arc, the one thing that fans have been pretty sure about is the fact that Loki will be the main villain of the current storyline. From his actions to his intentions, almost everything about the character says that he will be the antagonist who Luffy will have to defeat in the end.

He has claimed himself to be the Sun God, who will ruin the One Piece world, and the other giants have talked about how he has killed his father, King Harald, for the legendary Devil Fruit. Not only that, the mysterious character has also got a special bounty from the World Government of 2.6 billion berries, which is almost the same as Luffy’s.
While all these plotlines are confirmation that Loki will be the opposing force against Luffy, a One Piece theory claims otherwise. According to the theory, Loki is not actually the true villain of Elbpah, and this was already hinted at by Eiichiro Oda in the Wano arc, through one of Kaido’s attacks called Ragnarok.
Kaido’s Ragnarok Attack in One Piece
The battle of Onigashima was a particularly important fight in One Piece, as it brought a lot of changes within the narrative. From the liberation of Wano to Luffy’s Nika transformation, the Onigashima bout held a lot of intriguing aspects. One such interesting aspect of the battle was one of Kaido’s attacks called Conquerors of the Three Worlds: Ragnarok.
The attack employs Kaido’s Conqueror’s Haki into his weapon, the Hassaikai, which is a massive kanabo. The attack is so powerful that very few characters are able to handle it, and it even knocked out Luffy when he faced it head-on for the first time. It’s quite dangerous and one of the strongest attacks in Kaido’s arsenal.
For this attack to work, Kaido needs to be in his hybrid mode and embed his full strength into his Hassaikai. This attack was so impactful that it destroyed almost half of Onigashima’s roof. It was also the same attack that Kaido used to slam Luffy’s head through the roof when he was in his Gear 5 mode and shocked almost every One Piece character that was present.
Kaido’s Attack Foreshadowed Loki’s True Intention in One Piece
According to a theory posted by u/No_West_8868 on Reddit, Kaido’s Ragnarok might have hinted at the narrative of Elbaph and Loki’s real intentions in One Piece. The theory states that the three worlds part of Kaido’s Ragnarok holds significance as it is related to Elbaph’s three realms that were recently revealed in One Piece manga chapter 1132.

The theory points out that as Loki is the most important character in Elbaph, Kaido’s attack might have foreshadowed that he will conquer all the three worlds of Elbaph which will mark the Ragnarok(in reference to the Norse mythology). Evidently, Ragnarok might be necessary to bring the dawn of the world just like the destruction of Fish-Men Island.
If this theory turns out to be true, Loki might be clear of all the villain charges that One Piece fans have imposed on him. He may very well be an important character who would help Luffy liberate the One Piece world from the clutches of Imu and the rest of the World Government.
