Out of all the goals showed in One Piece, the most difficult one is probably of Boa Hancock.
Hancock’s goal is to marry Luffy but Luffy’s lack of attraction to female characters makes it impossible.
One thing that sets One Piece apart from every other anime and manga series is the fact that almost every character in the series has a secret goal or desire that motivates them. These goals not only give them purpose but also justify their actions be they good or bad. While some characters have easy and simple goals, others carry the burden of their most difficult desires.

As of now, it is assumed that the most difficult goal in One Piece is to find the One Piece treasure and become the King of the Pirates. It requires a lot of mental and physical strength and there are a lot of other characters who are competing for the same goal, making it even more dangerous. However, there is one more goal in One Piece that might be even more difficult than becoming Pirate King.
This goal belongs to Boa Hancock, the Pirate Empress of One Piece. As fans already know Boa is in extreme love with Luffy and desires to marry him. But Luffy’s lack of attraction makes it extremely difficult for her to not only convince him to fall in love with her but also marry her. Therefore, she might have to do something impossible to achieve her goal in One Piece.
Luffy’s lack of attraction to female characters
Ever since One Piece started, Luffy has been portrayed as a goofy character who does not have much care for anything else other than his own opinions. He rarely listens to others and follows whatever is in his mind. This makes him oblivious to others’ emotions and feelings towards him, which is generally good as it helps in making him a better protagonist.
However, his oblivious nature may not be good for the female characters who feel attracted to him. Over the course of his journey, Luffy has met a lot of female characters, and a few of them have fallen for his giddy, silly personality. They have secretly tried to express their feelings to Luffy, but as always, he has remained unaware and has shown no signs of attraction towards them.
Even Oda once explained in SBS Volume 88 that Luffy does not see beauty as a compliment or a trait, but he sees it as a classification. Thus, he can never feel attracted to the One Piece female characters because of their beauty or their feelings about him.
Boa Hancock has the most difficult goal in One Piece
Out of all the female characters in One Piece who have secretly tried to express their feelings for Luffy, Boa Hancock is the only one who sits on the top. She has straight up asked Luffy to marry her and accept the love that she has felt for him ever since he landed in Amazon Lily. However, Luffy has rejected her completely.

Luffy’s only desire right now is to go on the adventure of his life and enjoy his time on the sea with his friends. He also wants to become the Pirate King to get the most amount of freedom in the One Piece world, and thus he has focused all of his attention towards it. Thus, all of this in a way poses a big problem for Hancock, as she has been trying for Luffy to fall in love with her.
Nonetheless, Hancock is determined to marry Luffy one day no matter what. She will continue to pursue her goal till the end, and maybe she might just succeed. It just depends on how Eiichiro Oda concludes Luffy’s One Piece journey and where he ends up in the end.
