Devil Fruits are rare in One Piece, or that’s what Eiichiro Oda wants you to believe. Every other character in the series possesses a Devil Fruit, and with that many users, there are bound to be some who are horrible at its usage. And One Piece has plenty of these useless characters.
The powers provided by Devil Fruits are unique and can be used to achieve great things if only the user has large potential. Luffy initially could only stretch his body parts but later developed the Fifth Gear, proving his fruit’s actual power. But there are several characters who never bothered to explore the strengths of their Devil Fruits, and here are five such examples.
The Mark-Mark Devil Fruit (Mito-Mito no Mi)

The Mark-Mark Devil Fruit first debuted with Vander Decken, a rather unimpressive character. This Devil Fruit lets its user launch any object or being toward his memorized target. The thrown object will stop at nothing till it clashes with the target. Vander Decken used its power to throw the Noah as well as a large group of pirates towards Shirahoshi to destroy her.
However, Vander Decken was never able to develop the power to its full potential. And since his right hand was always preoccupied, he could only use his left for other opponents. Had he locked both hands towards one target, his Devil Fruit might have proved to be deadlier.
The Toy-Toy Devil Fruit (Hobi-Hobi no Mi)

The Toy-Toy Devil Fruit can transform any living person into a toy and erase the memory of their existence from the minds of others. The fruit was consumed by Sugar who was simply a supporting antagonist during the Dressrosa Arc. She might have been cruel but she had a weak fortitude and her weakness led to her defeat in One Piece, despite the powerful Devil Fruit that she possessed.
The Rust-Rust Fruit (Sabi-Sabi no Mi, the fruit that almost killed Zoro in One Piece)

This Paramecia-type Devil Fruit lets its user turn any metallic item to rust, making most close-range weapons ineffective. It had been consumed by Marine Captain Shu. In his battle against Zoro, he destroyed Zoro’s sword with his power and was close to oxidizing the hero as well. However, Zoro was simply saved by a stroke of luck.
Since the fruit can rust anything with iron in it, it can also prove fatal to a person’s bloodstream. However, this dangerous aspect of the fruit was ill-utilized by Shu. Rather than mainly destroying weapons, he could have sneaked up on his opponents and destroyed them from the inside out.
The Slip-Slip / Smooth-Smooth Fruit (Sube-Sube no Mi)

The Slip Slip Fruit makes the body of its user smooth and slippery, which makes most attacks and objects slide off their body. It was eaten by Alvida whose excess fat simply slipped off. Alvida mainly used the power to defend herself against attacks and to slide around at considerable speed. Ultimately, the Devil Fruit is wasted on her.
The Munch-Munch Fruit (Baku-Baku no Mi)

The Munch Munch Fruit was eaten by Wapol, the evil king of the Black Drum Kingdom. The fruit allowed Wapol to eat literally anything, even if it was inedible and then transform according to what they have eaten. Wapol could fuse objects as well as creatures to create a new form of himself.
Even though Wapol used its powers for combat purposes, he could have made deadlier weapons or toxins to use against his opponents. Thankfully for the Straw Hat crew, he was admittedly dumb. At least, he later used his powers for good and began producing toys with his power.
