Similarly, in One Piece chapter 1121, during Vegapunk’s speech, yet another silhouette was shown to the fans, and once again, it looked identical to the other Shanks. Clearly, Oda was hinting at this character being somehow connected to Shanks and fans were desperately waiting to see who it was truly going to be.

Of course, back then, fans had assumed this character to be Shanks. However, now, looking at things, it is almost impossible for this character to be the Red-haired Emperor. With Shanks’s look-alike having been hinted at in the story on many occasions, it now makes more sense to assume that this character wasn’t Shanks but his twin brother.

Finally, in One Piece chapter 1134, fans got a proper look at Shanks’s twin. This character appeared through a giant summoning circle on Elbaf, and once again, was seen wearing a robe all over him. The appearance of the character is similar to the one who showed up in One Piece chapter 907, and that essentially goes on to confirm that he isn’t Shanks but his brother. It appears that this character will be serving the role of an antagonist in the Elbaf Arc, and fans cannot wait to see what Oda has in store for the fans in regards to this character.

He is one of the Celestial Dragons and holds a very high ranking within the World Government. He is likely a member of the Holy Knights, possibly being its new Supreme Commander following the promotion of Saint Garling to Five Elders.
