Considering the timing at which Twin Shanks met the Five Elders, it is safe to say that the “certain pirate” that he was talking about was indeed Shanks. Although Shanks has been quite peaceful in his actions, after Wano, he decided to claim the One Piece, and it fits in the same timeline as the Reverie meeting during which Shanks’ twin met the Five Elders.
