For years now, One Piece fans have believed Shanks has the current highest bounty amongst all the active pirates sailing the Grand Line. His bounty is the colossal amount of 4,048,900,000 berries which was only rivalled by Kaidou and Big Mom’s bounties. Their defeats then currently make Shanks’ bounty the highest known one. However, what if there’s another contender for the highest bounty that hasn’t been revealed in One Piece just yet?

The Marines and World Government have an even bigger threat than just pirates and the Four Emperors on their hands. Monkey D. Dragon is dubbed the “World’s Worst Criminal” in the One Piece universe and he leads the Revolutionary Army, a powerful military organization that seeks to dismantle the World Government and the World Nobles of Mary Geoise. Most of the members’ bounties are known except for Dragon’s which cannot be a coincidence. It’s likely his bounty will surpass any pirates’, even Shanks.

While Shanks is undeniably a huge threat to the Marines, there are also several hints he might be a Celestial Dragon and his meeting with the Five Elders was suspicious, to say the least. Many believe he’s in cahoots with the World Government which would explain why he can easily sneak in and out of Mary Geoise without detection. So this leaves us with the other biggest threat which isn’t Monkey D. Luffy but his father, Monkey D. Dragon.

The mysterious supreme commander of the Revolutionary Army has no confirmed bounty and whether or not he has a Devil Fruit is another thing. In the Loguetown Arc, it was hinted his powers have something to do with the weather and wind but with his lack of screentime, there’s no saying what it will be.

Dragon is also the son of Garp, the Hero of the Marines whose brute force is unmatched. His own son, Luffy, is also another force of nature who now has the legendary Hito Hito no Mi, Model: Nika. There’s no way Dragon isn’t one of the strongest characters in One Piece, having these family members and the Will of D. As Sengoku says, it’s always this family who creates trouble.
